Lead C#.Net Developer

On behalf of the Department for Education, we are looking for a Lead C#.Net Developer (Inside IR35) for a 6 month remote contract with occasional visits to London, Sheffield, Manchester, Coventry or Darlington.

Scope and Objectives

Knowledge Management
. Ensure information on projects overseen is documented, stored and communicated in appropriate repositories and channels
. Ensuring decisions are clearly documented in decision records, and that they are stored in appropriate places within the project.
. Escalate decisions to the DSO, Programme Delivery Lead, Principal Developer, and Enterprise Architect when needed.
. Provide technical oversight to the DSO and Programme Lead for the outcome area and keep the Schools Digital Principal Developer and Enterprise Architect informed of work taking place and issues arising.
. Progress, risks & issues communicated and managed in appropriate agile ceremonies and formats.

Deliver Minimum Viable Product for Get School Improvement Insights (GSII) and School Profiles
. Lead the technical teams that will develop and launch the MVP for the two new services.
. Set up suitable environments
. Influence and guide the use of appropriate test types and techniques to mitigate risk early
. Lead others in designing, building, maintaining and executing tests that align to user needs and requirements
. Ensure testing is in place
. Service delivered adheres to Secure by Design guidance
. Actions from IT Health Check and Accessibility Audit are implemented
. Iterations to reflect changes in GDS library
. Prepare for and participate in service assessments

Essential Skills
. Must have comprehensive experience as a C# .NET developer, and can advise correct ways to develop within C# .NET, can provide technical advice to stakeholder, and set team-based approaches for software development.
. Postgres, Docker containerisation, Azure Kubernetes and Terraform IaC.

. Review the systems designs of others to ensure the selection of appropriate technology, efficient use of resources and integration of multiple systems and technology.
. Design systems characterised by medium levels of risk, impact, and business or technical complexity

. Lead others in applying modern development standards
. You can work with delivery managers and programme delivery lead to ensure projects are resourced effectively to deliver services that meet needs and key performance indicators
. You can analyse current processes and identify opportunities to optimise them.
. You can lead a team to deliver service improvements.
. You can identify, locate and fix service faults
. You can design solutions and services with security controls included, specifically engineered to mitigate security threats
. Define the integration build and co-ordinate build activities across systems
. Understand how to undertake and support integration testing activities

Desirable Skills
. Experience designing and implementing software solutions that follow the clean architecture pattern.

You can:
. Contribute to developing and implementing standards for designing and executing tests
. Improve test types and techniques through a structured process.
. Develop, standardise and extend reusable frameworks and tools to support a range of testing activities
. Maintain and adapt continuous integration, continuous delivery (CI/CD) pipelines
. Implement simple data solutions such as data pipelines, following established approaches and standards
