The successful candidate will take ownership of programme governance, executive reporting, project controls, risk management, and assurance activities across the initiative.

This is a critical role requiring a confident senior operator who can engage effectively with executive stakeholders, drive accountability across complex workstreams, and ensure the programme maintains strong governance and regulatory alignment throughout delivery.

Key Responsibilities Project Governance & Control
  • Establish and maintain governance frameworks aligned to telecoms operator standards.
  • Own RAID management, milestone tracking, dependency management, and executive reporting.
  • Ensure delivery artefacts satisfy audit, assurance, and regulatory expectations.
  • Drive project health through structured governance reviews, quality gates, and readiness assessments.
Executive & Senior Stakeholder Engagement
  • Deliver concise, executive-ready reporting across senior leadership forums.
  • Prepare steering committee packs, decision papers, and programme updates.
  • Translate complex technical delivery information into clear business-focused insights.
  • Act as the primary governance contact for senior stakeholders.
Collaboration with Technical Delivery Teams
  • Partner closely with the Technical Project Manager overseeing architecture and implementation.
  • Ensure technical workstreams align with programme timelines, governance controls, and risk posture.
  • Coordinate cross functional collaboration across security, identity, network, endpoint, and operational teams.
Risk, Compliance & Assurance
  • Ensure alignment with UK telecoms regulatory expectations, operator assurance standards, and NCSC guidance.
  • Manage programme risks, issues, and dependencies, escalating appropriately where required.
  • Produce audit ready documentation and assurance evidence packs.
Financial & Vendor Management
  • Manage budgets, forecasts, and financial reporting.
  • Oversee third party vendors and ensure contractual obligations are delivered effectively.
Essential Experience
  • Proven track record delivering complex security, infrastructure, or identity programmes within UK telecoms or similarly regulated environments.
  • Strong experience engaging with executive stakeholders and senior leadership teams.
  • Excellent governance, reporting, and programme control capability.
  • Understanding of Privileged Access Workstations (PAW), privileged access security, and secure administration concepts within PAM environments.
  • Experience working alongside technical architects and engineering delivery teams.
  • Strong knowledge of structured delivery methodologies including PRINCE2, MSP, and Agile governance.
  • Ability to distil complex technical information into concise, actionable updates.
Desirable Experience
  • Exposure to UK telecoms assurance frameworks and regulatory security requirements.
  • Familiarity with NCSC Secure Administration principles and Zero Trust models.
  • Knowledge of Microsoft security and identity technologies including Entra ID, Intune, Defender, and Conditional Access.
  • Background in endpoint security, identity governance, or privileged access tooling.
Personal Attributes
  • Confident communicator with executive level presence.
  • Structured, disciplined, and governance driven approach.
  • Strong judgement and situational awareness.
  • Ability to drive clarity, accountability, and momentum across complex matrix organisations.
