The Role
The Civil Aviation Authority (CAA) is the UK's specialist aviation regulator, responsible for ensuring the aviation industry meets the highest safety standards. The CAA's Portfolio includes a large Transformation Programme and other projects to improve licensing services, IT systems and stakeholder engagement. This role supports that programme by providing business analysis, ensuring requirements are defined, documented, and aligned with CAA strategies.
- Scope and model change activities, producing business cases that articulate problems, solutions, costs and benefits.
- Analyse and document business requirements using appropriate tools, defining functional and non functional requirements, user stories and acceptance criteria.
- Baseline current state processes and design future state processes using Business Process Modelling methods.
- Identify process gaps and link them to business requirements.
- Engage with subject matter experts and technical teams to articulate change proposals.
- Provide guidance and training to process teams and the wider business.
- Work with the Business to identify solution options, incorporating both process and IT changes.
- Review detailed functional and technical specifications to confirm accurate translation of requirements.
- Ensure solutions align with strategic objectives and identify synergies across initiatives.
- Support the change team in identifying stakeholders, managing communications, and monitoring project progress.
- Collaborate with Product Managers and project colleagues to align work plans.
- Represent the Portfolio Delivery Business Analysis practice.
About You
- Experience as a business analyst across multiple organisations.
- Successfully delivered business analysis services on at least two projects.
- Knowledge of BA methods, including Agile and Waterfall.
- Experience delivering large scale, enterprise wide solutions.
- Collaboration with Business and IT to identify appropriate solutions.
- Excellent communication and stakeholder engagement skills.
- Ability to explain technical concepts to non technical staff.
- Issue resolution with suppliers and the business community.
- Strong problem solving and analytical capabilities.
- Attention to detail in requirement definition.
- Experience throughout the project lifecycle.
- Enterprise outlook to identify cross initiative synergies.
- Optional experience in business or IT consultancy.

Roles may require access to operationally sensitive infrastructure and/or nationally protected information. National Security Vetting (BPSS) is required, and a right to work in the UK must be established.
