Business Development Manager - Central Government

Location

London (preferred).

Job Purpose

As a Business Development Manager - Central Government, you will Identify new business opportunities, develop sales strategy for target accounts, develop and drive proactive engagement plan with key stakeholders, deliver agreed sales targets.

Key Responsibilities

Identify and qualify new business opportunities within UK Central Government departments and agencies, focusing on Digital Business Services and Citizen Experience solutions.

Develop and deliver account plans that align our offerings with government digital transformation priorities and citizen engagement strategies.

Build and maintain strong relationships with senior decision-makers, procurement teams, and policy leads across government bodies.

Lead the end-to-end bid and tender process for government contracts, ensuring compliance with procurement frameworks and delivering compelling proposals.

Collaborate with internal teams (delivery, technology, and marketing) to shape solutions tailored to government requirements.

Monitor central government policies, funding programs, and digital initiatives to identify emerging opportunities.

Represent the company at government and industry events, raising awareness of our digital services and building a strong presence in the sector.

Maintain an accurate and up-to-date sales pipeline, providing regular forecasts and progress reports to senior leadership.

Experience

Proof of existing C-Suite relationships within Central Government departments and associated agencies.

Proven ability to engage and develop relationships at C-Level and develop tailored sales and engagement plans at an account level.

Ability to take on and deliver agreed sales targets.

Knowledge of selling Digital Services, IT Services and BPO.

Demonstrable track record of achieving sales targets and selling in Central Government and associated agencies.

Demonstrable experience of C-Level engagements and proactively selling at a strategic level within Public Sector

Qualifications

Degree in business administration, Computer Science, or a related field.

Proven experience in business development within Public Sector.

Competencies and Skills Required

Proven ability to engage at C-Level across Public Sector organisations.

Clear evidence of a strong network of contacts across multiple business areas in selected accounts.

Develop tailored sales and engagement plans at an account level and drive targeted engagements.

Ability to take on and deliver agreed sales targets

Knowledge of selling Digital Services, IT Services and BPO

Specific knowledge of UK Public Sector frameworks, specifically UK Central Government (eg DWP, HMRC, Home Office etc.)

Client facing, strong negotiation skills and interpersonal skills.

Strong communication skills, verbal and written, assertive, team player.
