About the Opportunity Amentum are currently recruiting an experienced Electrical Project Engineer who has experience of CADMECH to join our Nuclear Power Engineering and Technical Services team supporting our key client EDF Energy Nuclear Generation with their nuclear fleet in the UK. This is a key role within our project and engineering portfolio which is spread across our UK network at all UK sites and stations. You will be supported and mentored by experienced project engineering management professionals within the business and given the training and opportunities you need to develop and expand your project engineering management and leadership skills with larger and more complex projects. You will be part of a large client-led team at Sizewell B Power Station and will be accountable to the client Project Manager, Programme Manager and/or Construction Manager. Flexible working arrangements between office and home may be possible, however the role will predominantly be based at the Power Station. Purpose and Scope The Subcontracts Manager will be responsible for all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout. Essential Responsibilities Lead, develop, and produce subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications and correspondence. Lead, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, RFPs, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions. Select the appropriate Subcontract/Purchase Order type (FFP, CR, T&M, IDIQ, etc.) that is best suited for the prime contract, program needs, and overall risk profile. Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and lead/perform discussions and negotiations. Monitor and track subcontractor deliverables including but not limited to invoices, certified payroll reports, daily status reports. Conduct subcontract file reviews in support of Government audits as well as perform Managerial file reviews for junior level staff based on Amentum's delegation of authority. Conduct subcontracts training for technical and subcontract staff. Draft/review/negotiate teaming and non-disclosure agreements. Coordinate with accounting and finance departments in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process. Ensure compliance with governmental law, including DBA, CPSR, FAR/DFARS, Agency-specific regulations, and divisional Amentum policies on subcontracts and procurement. Monitor, collect, and review Subcontractor Certified Payroll Reports. Ensure subcontract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers. Coordinate with junior level staff and report metrics to Operations. Ensure the management of subcontract file(s), prepare and control of all modifications and correspondence. Interface and coordinate with subcontractors and service providers, as well as Amentum HR, Finance, AP, and Program teams. Participation in cross-functional collaboration and tiger teams. About the Opportunity Amentum is the Design and Engineering partner for Sellafield under the PPP (Programme and Project Partners). This is a 20-year arrangement to deliver £7bn of major projects. PPP is delivering major projects, site wide improvements and provision of supporting services. The Project We are currently looking for a Responsible Engineer to join the team to work on the SRP Project. SRP is a new retreatment plant that will treat and re-package all nuclear material into new 100 year packages to be transferred, safely and securely into the existing Sellafield Product and Residue Store through a connecting transfer corridor. The project is currently in the 7th year of build on site with the project moving towards more architectural, building services and equipment fit out phase. Ongoing detailing design and support to manufacturing design require a large CS&A team to support construction design and manage any project design change requirements resulting design or product development.
