Telecom Operations Manager – 12 months Contract – Iraq
Telecom Operations Manager to work on a number of small projects, as well as business as usual, looking at effective operational delivery of Data & Voice Telecoms Services & managing the operational path to the emerging strategy of converged services as well as living on the web. The role requires an individual with leadership capabilities & multi-tasking skills as well as an excellent understanding of Telecoms services, technologies & operational delivery. Role also requires a heavy focus on Client engagement & aggressive Vendor management to ensure that services are delivered to the req. performance levels, costs & quality standards.
Telecom Operations Manager Key Accountabilities
Support the IT Manager in the development of the telecom strategy & roadmap & lead the delivery of a wide array of Strategic & tactical telecom plans engineered outside of Iraq but ultimately deployed in-country in Iraq. Telecom Operations Manager to manage the progression of a portfolio of complex, multi location, multiple vendor telecom projects; monitor progress, measure & report high level performance & take proactive remediation steps when req.. Ensure that project teams & other IT operations teams` in-country are also fully engaged with the project.
Develop & maintain excellent relationships with a very diverse group of stakeholders, including JV partners, users, vendors & ITC service organizations. Govern & direct telecom operations & support activities in-country, through the local telecom team & vendors & ensure the stability & reliability of the telecom infrastructure in-country.
This includes & is not limited to:
Transmission Systems (Microwave, Fiber, Wi-Fi, GSM etc)
Portable Radio Systems (VHF, UHF etc.)
Telephony Systems
SCADA Systems
Broadcasting & Public Address Systems
Act as the local point of escalation for the business for unresolved telecom issues.
Ensure delivery of Vendor services within agreed financial plan & work with Client representatives on future requirements & ensure that these are factored into future financial & program plans.
Telecom Operations Manager accountable for end-to-end Vendor management, including;
Contract governance, change & delivery assurance. Contract performance & dispute resolution. Service fault escalations. Financial management. HSSE. Digital Security. Code of Conduct
Criteria & Qualifications;-
A bachelor`s degree in Computer Science / Systems / Telecommunications &/or an MBA in Information Systems would be advantageous. Seven to ten years of exp. of telecom infrastructure & operations management. Strong Operational skills, with a bias for action, & a good understanding of all IT technologies. Excellent relationship management skills - core to this role is the ability to develop & maintain excellent relationships with users, vendors & IT&S service organizations. Project management expertise – proven track record of managing a portfolio of telecom projects including complex, multiple vendor projects & services. Exp. in managing change & business process improvement. Ability to facilitate effective teamwork & build collaborative relationships. Ability to engage business representatives in an effective manner, including understanding the business impact
of service delivery issues. Ability to deliver results without direct executive authority. Ability to coach & mentor young local talent.
